Caroline Desrochers is a Canadian diplomat, economist, and politician whose career reflects a deep commitment to serving Canada, combining strong expertise in international relations with a vision rooted in local development. She found in Trois-Rivières a place for political engagement and renewal, at the heart of a region rich in history and undergoing economic transformation.
A graduate in Economics from Concordia University in 2000, Caroline went on to complete a master’s in media studies at The New School in New York in 2009, adding a multidisciplinary perspective to her understanding of contemporary issues. Trilingual, she is fluent in French, English, and Spanish which are essential skills that have supported her throughout her international career.
Her professional journey has been primarily within Global Affairs Canada, where she worked for nearly 25 years. Caroline held key roles, including Director General of Transformation, a position in which she led ambitious modernization projects for an organization of over 13,000 employees in Canada and abroad.
Before that, she led the Task Force on the Future of Work within the department, developing engagement and organizational adaptation strategies that reflect her expertise in change management and leadership. Her career also includes leading bilateral relations with South America, where she coordinated policies on critical issues such as trade, climate, and democratic governance.
A defining experience in her career was her five-year mandate (2015–2020) as Director of Political and Cultural Affairs at the Consulate General of Canada in New York. There, she developed strategic advocacy campaigns and maintained relationships with U.S. elected officials, economic players, and civil society organizations particularly during the NAFTA renegotiations and efforts to counter tariffs imposed on Canada.
Elected as the federal Member of Parliament for the riding of Trois-Rivières in 2025, Caroline is part of the long history of this city founded in 1634. While not her hometown, Trois-Rivières represents an exciting opportunity for transformation: from a former world capital of paper to a city embracing innovation, with sectors such as aerospace, technology, and life sciences. Caroline advocates for local priorities such as the housing crisis, homelessness, and the growth of innovative SMEs, contributing to the economic and social vitality of the Mauricie region.
